Mary,
I asked an Innovative specialist and he gave me the similar answer as you, 
mentioning the same risks - data loss if there is a crash between clearing 
bibtemp and full backup. And he strongly advised against it. He proposed 
increasing bibtemp file size instead. So it seems the risks you taking are 
exactly as you see it....
