I asked an Innovative specialist and he gave me the similar answer as you, mentioning the same risks - data loss if there is a crash between clearing bibtemp and full backup. And he strongly advised against it. He proposed increasing bibtemp file size instead. So it seems the risks you taking are exactly as you see it....

Adam, Here is an answer given with less than 100% confidence. This area
definitely could use better documentation.

You can safely clear a bibtemp file ("transaction file") manually
immediately after doing a manual full backup. Scheduled full backups
clear bibtemp automatically. If you do a mix of daily and full backups,
then clearing the bibtemp file after a daily backup is not recommended.
The information may not make it to the full backup tape.

Similarly, if you clear bibtemp without doing a backup at all, and there
is a system failure between that point and your next full backup, you
could lose the data. That said, when loading large numbers of records
or doing large-scale global updates, I have sometimes cleared the
bibtemp successively without doing a backup each time (first checking
that "all are processed"). As far as I can tell, I did not lose data.

I believe the only issue is the integrity of your backup and the only
real risk lies in the possibility of a system failure before the next
full backup is performed. If I am foolishly running a more significant
risk, I would very much like to know.

As we do a lot of database clearing, our bibtemp file gets loaded very
fast.
We already requested increase in bibtemp size, but it's still not
