In your live WebPAC your MY_WEBPAC wwwoption value is "false,true" and your 
system behaves the way you want it to.  In your staging WebPAC your MY_WEBPAC 
wwwoption value is "false,2,0-255" and your system does NOT behave the way you 
want it to.  Change the value of your staging wwwoption to match the value of 
your live wwwoption and I'll bet you dollars to donuts that your staging 
WebPAC will start behaving the way your live WebPAC behaves.
