[IUG] 'On Hold' status

Using R2006, v. 1.3:

We recently had a patron complain about our renewal option and that
sometimes, when he tries to renew, the only message that displays is "On
Hold".  Is there anyway this can be changed?  My gut says no and I've
not been able to find anything so far, but maybe someone out in IUG-land
knows of a way this can be modified.
