We have had the same problem. All research I have done including posting to different listserves I did not find a replacement for the 3M hubs.
If you or anyone else finds a solution I would love to know.

Hi
Until recently we were using non-RFID donut-shaped security tags for
double-sided DVDs in our collection while using DCD-2 tattle-tape tags for
single-sided discs. However, we've run out of the donut-shaped tags and find
that our supplier no longer stocks them so we wondered if anyone on the list
knows of a supplier we could contact or is the only alternative to tag the
boxes?
