Don,
We check out routed issues individually to those on the routing list.  Each person returns it back to the library, we then check it out to the next person on the routing list.  Unfortunately we have not found a way to do this without using some paper records, since often we do not check them out to those on the routing list in order and we need to know who on the list has already seen a particular issue.  We do not route an issue to a prof. until they
return the previous issue.  I know this sounds confusing, but it has really helped us keep track of stuff and know where it is when needed.  When we just used a traditional routing slip, everyone always claimed they sent it on and we always had trouble with stuff disappearing in the "routing black hole".
