We're just starting to roll out some XP Pro machines to staff here
and have had NO problems with installing Millennium (which I
believe we did as administrator) nor have the users had any problems
running it with limited (user level) accounts. At the moment, they're
logging in from workstation to our Novell network, but they will be getting
added into a Microsoft domain as well along the line.
I'm not sure that any issues with keystore or java.policy have come up here.
An initial install using RUN AS administrator may be all that's
needed if you're having problems with it. Our IT department will NOT
give users general "administrator" rights to their boxes.

Make sure you have have XP Professional. Also you need to have the
administrator rights on the PC. We have all our staff machines running
XP and Millennium without any problem. I've been running XP for over a
year.
If you can't install call the help desk. There still might be some
XP/Millennium issues that need to be addressed. Last year during Beta
testing we did identify one XP/Mil issues that III had not seen before.
