I posted this same question on the list a few months ago.

I received a few direct replies in addition to the replies posted on
the list.  The conclusion at the time was that this feature was not
fully released yet but that it might become downloadable via CSDirect
sometime in the future.

I also heard from one or two sites who created their own Advanced
Search input screen which contains some locally developed Javascript.
At one site the Modify search option works but it drops you back to
the standard X search screen, not to the original Advanced Search
screen.
